I suppose you'd rather remove the bottoms of the mountains. What is going to hold them up? Air? Or environmentalist willpower.
I think it would be a fun game to pick a mountain, and see how much of the interior you could mine out before it collapsed. You would have to rely on geological simulations, to make sure no miners got hurt, but it would still be neat. Kind of like Jenga.
Think about it! When you were done, you could turn the finished mineshafts into your underground palace. Kind of like the Nome King.
